Campaign Finance Reports Show Broad Grassroots Support for Jesse Phillips Campaign
WINTER SPRINGS, FL. — Newly filed campaign finance reports reveal a striking contrast in the Winter Springs mayoral race, with challenger Jesse Phillips reporting broad local grassroots support while incumbent Mayor Kevin McCann received just one contribution from a Winter Springs residentduring the most recent reporting period.
According to quarterly campaign finance reports, McCann raised $741.56 in contributions during the reporting period, excluding a $3,000 loan to his own campaign. Of those contributions, $600 (81%) came from outside the State of Florida, while only one Winter Springs resident made a contribution.
By comparison, the Phillips campaign reported 40 individual contributionsduring the same period, including 28 contributions from Winter Springs residents.
Since the beginning of 2026, Phillips has raised more than $11,600 in contributions, compared to approximately $1,244 raised by McCann over the same period, excluding candidate loans.
“Campaign contributions don’t decide elections, but they do tell a story,”Phillips said. “Residents are voting with their wallets, and they’re looking for new leadership that listens to them, focuses on affordability, and restores trust in City Hall.”
Phillips said he believes the latest reports reflect growing frustration among residents over rising utility bills, the cost of living, and City Hall’s priorities.
“After Mayor McCann’s recent comments suggesting the City might have to rip up playgrounds and cut essential services if voters choose this November to keep more of their own money through Amendment 3, it’s not surprising to me that only one Winter Springs resident contributed to his campaign during the past three months.”
“As I’ve traveled throughout Winter Springs delivering yard signs and meeting with neighbors, I consistently hear the same concerns: people are worried about affordability. They want lower utility bills, responsible budgeting, and a city government that treats every tax dollar like it’s their own.”
Phillips noted that unlike many campaigns driven by large checks from a handful of donors, his campaign continues to grow through broad community participation.
“I’m incredibly grateful for the grassroots support we’ve received. Dozens of families have stepped forward because they believe Winter Springs can do better. We’re on pace to set a new record for the greatest number of individual contributors ever reported in a Winter Springs municipal campaign, and that’s something our entire campaign is proud of.”
Phillips concluded by saying the campaign’s fundraising reflects something more important than dollars.
“This campaign isn’t being fueled by insiders. It’s being fueled by neighbors. Every contribution, whether it’s $10, $25, or $100, is a vote of confidence that together we can restore accountability, make our city more affordable, and put residents first again.”
